    Australian HAAS Alert Safety Cloud Case Study: Transport for NSW SAFET2 TfNSW has deployed HAAS HAAS Alert Safety Cloud digital systems on its SAFET2 research vehicle (a Volvo XC90). The vehicle is a platform for advanced road safety technology. SAFET2 can demonstrate the benefits of HAAS Alert Safety Cloud alerts to Australian road users, thereby contributing to improving road safety and reducing the road toll. Digital alerting reduces the risk of a collision by providing motorists and vehicles with earlier notice of on-road hazards such as roadside assistance and emergency vehicles. The signals, which are transmitted via cellular networks to popular navigation apps and car dashboards, have been shown to reduce the likelihood of a collision by up to 90%. TfNSW aims to achieve zero trauma on NSW roads, in accordance with the 2026 Road Safety Action Plan. Hence, adopting new technology and innovation such as the HAAS Alert Safety Cloud is a primary enabler. The trialling and adoption of low-cost retrofitted technology alternatives to increase vulnerable road user detection and warning, as well as to improve awareness from the driver's position, has been identified by TfNSW as one of the essential actions. Based on research and statistics, NSW road safety has significantly improved in recent years as a result of the implementation of new and proven technology and government collaboration. With innovations of various purposes and functions being developed at a rapid pace, it is critical to embrace and adopt these systems in order to achieve improved road safety.     Connected and Automated Vehicles: Guidance for Agency Data Provision TMC recently carried out a project for Austroads that produced guidance for agency data provision to connected and automated vehicles (CAVs). Data included roadwork, incidents, static speed limit, variable speed limit and lane control signals, traffic signals and heavy vehicle road access restrictions. The project developed a series of reference architectures for agencies wanting to support "Day 0.5" connected vehicles through to "Day 4" fully automated vehicles. It also performed a gap analysis and recommendations on priorities for providing data to CAVs. Development of National ITS Architecture Content TMC played a prominent role in the development and deployment of the Austroads National ITS Architecture Framework (NIAF) by Australian and New Zealand road agencies and industry. NIAF was introduced to assist road transport agencies in their deployment of consistent and interoperable intelligent transport systems. This work involved training and education of Austroads agency member staff, the amalgamation of existing architecture content and development of architecture content priorities for the NIAF repository. Our team performed a subsequent evaluation of past-NIAF project outputs and developed recommendations to Austroads for the way forward with NIAF. Intelligent Congestion Management Program (ICMP) TMC's director David Yee developed the original vision and business case that initiated TfNSW's Intelligent Congestion Management Program. During the program, TMC provided expert technical advice (including requirements and architecture) and guidance in ensuring the optimal deployment of this project. Transport Incident Management Strategy, and Incident Management System TMC was involved in a project to define the architecture and requirements for an incident management system for a government agency. It included the working relationships between public transport disruption management and Disaster Response Management streams. The project focused on establishing a common incident management capability across multiple transport management centres incorporating multimodal incident management. We successfully developed the strategy and business case, and various aspects of the project including: enterprise, solution architecture and requirements definition of the future state business and technology incident management capabilities stakeholder engagement business and system requirements definition process map development for incident, disruption and disaster management tender documentation development and tender assessment. Connected Vehicle (Cooperative ITS) System Architecture TMC was engaged by a road agency to develop a "blueprint" for Australia's largest connected vehicle, or cooperative ITS (C-ITS) pilot. This work encompassed the design of the reference architecture for the system, and included modelling of the business and technology architecture for the pilot C-ITS project. This work provided the foundations for the solution design of the system and the subsequent project system specification requirements. ​ We were later engaged to conduct an assurance review to trace the architecture blueprint back to the technical C-ITS component specifications to ensure compliance, develop the detailed information architecture, and also review and assist the development of the C-ITS component specifications. Enterprise Architecture Organisational Capability Development Roadmap TMC provided a road agency with an organisational development road map and a practical implementation plan to improve their enterprise architecture capabilities. The adoption of an architecture approach would bring benefits to the agency by providing a business-led, outcomes-focused planning and delivery framework that complements existing project frameworks. Commonwealth Games Transport Management Systems - Strategy, Requirements and Procurement Advice Management of transport during the 2018 Gold Coast Commonwealth Games required intelligent tools to assist transport managers to keep their finger on the pulse of the transport network, and be able to identify, manage and report on issues that may affect Games-related transport. We were engaged to develop a real-time transport operations dashboard concept and road map that provided transport situational awareness. We also developed requirements and managed the initial procurement process for a Games-time incident management/transport coordination system, from which the system was subsequently purchased and used for the coordination and management of incidents during the Commonwealth Games. Intelligent Transport System (ITS) and Information Technology (IT) Product Road Maps TMC has been engaged by a number of IT and ITS technology vendors to shape their product strategies and offerings to the market. Using our expertise and domain knowledge, we have been able to identify areas of opportunity for products and have facilitated the development of strategic product road maps for vendors in the transport technology industry. Transport Coordination and Transport Management Target Operating Model TMC worked with a road agency in developing a Transport Coordination Target Operating Model and Road Map which developed capabilities for incident management (single-mode and multimodal). Our team developed a capability model for operations to ensure integration and interoperability between road and major public transport operators. We performed a capability gap analysis and developed a roadmap to assist the agency's capability improvement. Connected and Automated Vehicles: Agency Capability to Support Connected Vehicles TMC recently developed a capability framework that can be used to build agency capability in providing data to connected vehicles. Our team successfully provided guidance to agencies in uplifting their data management and data governance practices in supporting connected vehicles through developing a capability maturity model and capability target definition. Value for Money ITS Purchasing Framework TMC was engaged by a road agency to provide an objective method to verify the value for money of projects delivered by its major ITS application vendor during a multi-year supply contract. This involved consultation and collaboration with multiple stakeholders within the agency and the vendor to ensure the framework was mutually beneficial for both organisations, and also complemented existing internal cost estimation techniques. We created a practical, repeatable and robust framework that was adopted by both parties for use during the cost estimation process for projects. Use of Crowd-Sourced Waze Event Reports for Incident Detection Using our partnership with Waze and Google, TMC performed a feasibility study into the use of Waze crowd-sourced incident and event data for incident detection for a road agency. The use of crowd-sourced data sets for such network monitoring is of growing interest to road agencies, and we demonstrated that using such data is promising and will provide benefits as a complementary data source to traditional data sources and methods of detection. Used together, new methods like this will provide enhanced network situational awareness for road operators, along with improved incident response and network management. Analysis of Incident Data for Improved Incident Response Performance Road agencies have a wealth of operational data, but limited actionable information due to difficulties in recording, retrieving and interpreting data in their systems. TMC was engaged by a road agency to analyse traffic incident data to identify pain points and key TMC operator activities within the incident management business process. From this analysis, we were able to identify key performance indicators as well as define improvements that could be made to business processes to improve incident management efficiency, and systems-improvement through automation and reduced cognitive workload on operators. This enabled process improvements and definition of system requirements for the capture, processing and reporting of incident management data. Transport Management Centre (TMC) Business Architecture TMC was engaged to model the business operations of a road agency that was to be impacted by the introduction of a new Transport Coordination Centre. The creation of business architecture models enabled critical business decisions to be made for how to augment the new Centre with existing agency business units and Traffic Management Centres (TMCs). ​ This work allowed the agency to identify impacts and opportunities that a new Coordination Centre would provide for the existing business, and the development of an Operating Model that defined organisational structure, roles and responsibilities, processes, as well as operational interfaces that needed to be created and managed. Data Analytics Advice, and Real-time Road Network Operational Intelligence System Architecture A road agency suffered from a lack of real-time situational awareness of its road network which hampered its ability to monitor, report and respond to network management issues. TMC was engaged to provide advice on the optimum solution to this problem. We initially educated key stakeholders on the capabilities and possibilities surrounding real-time network intelligence, analytics and decision making. Through the engagement of key stakeholders, we defined and prioritised a suite of data analytics features required in the new real-time analytics system. We also advised on the ideal solution architecture for a system that provides real-time network monitoring capabilities for road operations.
